Most of those areas were most likely white, blue collar, plant workers before they moved out and the "people of color" moved in. Look no further than Exxon Baton Rouge.

This. My Dad and his family grew up in the shadow of the Standard Oil Refinery in the 20's, 30's, and 40's. My grandfather left the area shortly after WW2 to live in the country which, at the time, was Hyacinth Avenue in what is today Southdowns. I guarantee you, the Exxon Refinery is much safer and cleaner than it was when my Paw Paw started there in 1921 and my Dad in 1940.

I did some work at an historical mining location. The guy who owned the mining company back in the day had a gigantic mansion with an equally gigantic waste rock pile right behind his house. It was seen as a sign of progress.
