In my experience - it's coming from the citizens that don't want industry in their backyard.
They want to live in the country, they don't want all the construction workers flooding their roads and town and all the drugs and hookers they bring with them.
And they don't like the idea of eminent domain being used to seize their property for a private industry.
There may be a lot of money in carbon capture, but it's not money for the citizens, it's for big oil.
