i think you're being a bit bold with these terms. wasn't it a single ambassador, who then had a full OIG report done that was released to the public?
*ETA: the point being that even if the allegations (which were never proven) were true, a single person can't be a "ring"

you're misreading the report. the ambassador was the only person accused of soliciting children (and it was never proven)
here is the report
