Dude, GM has been pumping billions into plants for years now.
That's from a press release in 2015. Stop acting like this is new, unprecedented stuff. It isn't. Plans haven't been shelved. You can go read GM's annual reports from years past.

GM's CEO was actually being considered for some kind of cabinet position under a Clinton presidency.
