Couple of things:
Yes, the number/percentage is what it is. And of course it reasonably leads one to conclude that "wow, such a higher percentage, clearly that would translate to many many more blacks voting than whites." But that just isn't the case and really never has been in Monroe. Turnout in the black community has always been comically, hilariously, cartoonishly low, even in comparison to an already rather low number statewide. In real terms this actually translates to the lesser percentage whites of north Monroe turning out more actual voters.
But moreover, and this was my original point that appears to have been badly glanced over, Mayo probably made more enemies in the black community than he did in the white community. He was chastised for the perception that he unapologetically catered to the rich whites of north Monroe, and truth be told, he probably did. To the dismay of the black community who saw it as sellout. But the rich folks in north Monroe were able to continue to get him elected, sure, at least in part because there really weren't any candidates like Ellis throughout his tenure.

Pretty good take. Complacently wound up ruling the day. And cynicism comes in strong as well. Being in there that long, one tends to adopt the attitude that "screw that, I ain't wasting my time, I know it will be too much of a shitshow and ultimately won't bear fruit." New blood of course is more about "anything is possible" and who knows, maybe it is.

I only have an anecdotal observation as a non-Monroe resident with access to a little information. I think this is a very accurate observation. Will be interesting to look at the precinct by precinct vote, but I think Mayo lost because he eventually alienated his white allies who mostly cared access to/relationships with the to the Mayors office (regardless of party it takes time to develop this) and didn't get enough support from his black base. He may have been able to survive with one of the two, but he couldn't with neither.
Also black or white, republican or democrat, certain people are just plain toxic and getting in bed with them usually backfires. Farrakhan is one of those people.
