Speaking of forensic investigation, this reminds me of the 17th Street Canal breech on the New Orleans side of the canal that flooded New Orleans during Katrina. The Jefferson Parish side of the canal was fine. No breech and no flooding. Come to find out the sheet piles on the NOLA side were shorter. The engineering company specified the same depth on both sides of the canal. I highly suspect what happened was the contractor was shaken down by corrupt NOLA politicians so the cost of corruption was just taken out of the sheet pile length on the NOLA side. there were alot of other factors here. Back then the levee districts were independent of each other and answered to no one. There were literal gaps between some districts walls because they each wanted the other to do the tie in.
