States and municipalities are the primary supporters and funders of NGOs.
However, the federal government does give local governments a hefty chunk of money each year via grants that the locals can steer towards their friends and allies in the NGO community.

It is a shame we do not elect more independent and wealthy people to office who have everything to lose and nothing to gain except honor and prestige by being elected.
