A rogue Chicago agent is under review. I was off. It wasn't a rogue Cincy FBI field office agent. It is a Chicago one.

The FBI suddenly concerned enough for a review. This sounds like Hunter's lawyer paying his million dollar tax bill retro-actively to stave off any criminal charges.
