Depends what they mean by "always". There is a pretty large spectrum when someone uses the word "always".
As in if they are not walking in or out their front door, do they lock the door?
Or is it "always" at night.

When my inlaws sold their house (in very rural Alabama) a few years ago, they agreed at closing to pay for a locksmith to rekey the locks.
Because they didnt have any idea where the keys were. They had lived in that house for 18 years and never once locked the doors.

I live near Atlanta and lock the top and bottom lock. Does that count as 2 locks or 1 door?

Some folks who live on a farm in isolated areas don't lock their houses.
Not because they don't think someone will break in, but because if they are not home and someone decided to break in, they don't want to have to deal with a broken door/window when they get home. A locked door won't stop anybody out in the middle of nowhere.
