"...does note exonerate." Why did Mueller state this?

It's impossible for Mueller or anyone to "exonerate" Trump from what he was accused of. So why even mention it in the report? Is it because Trump kept using that term? It doesn't matter if the report exonerates him or not because no investigation could ever do that in this case. What's important is evidence, and they didn't have enough to draw any conclusions.
So now the media is going to shift its focus on the phrase "does not exonerate", even though it means absolutely nothing.

Prosecutors don’t exonerate. They don’t “prove innocence”. That would imply guilty until proven innocent.
