Does anyone know the point of the UK's terror watch list?

Is it so they can readily identify the attackers AFTER they murder innocents?

I've wondered this as well. It's basically saying, "okay, we expect this guy to frick us up, but we will have to wait until he fricks us up to be sure."

Watching BBC, and a reporter said something like officials have some 3000 persons of interest. That's not an exact quote, but something to that effect. Gave me the impression that they've already run the attackers' names through their databases, and, go figure, got a few "hits."

and this guy will happily die in the process, which means their watch list procedures are virtually useless!
