Do democrat congressmen who represent poor districts want their districts to improve?

Sheila Jackson Lee(and the glowing adoration and praise she received) this morning on CBS This Morning made me want to vomit. She talks about how hard she fights for black people and how she will never stop fighting, all while the district she represents is a crime ridden shithole that has not gotten any better, and perhaps worse, during her tenure as congresswoman.
I can't stand slum lord congressmen and mayors that represent poor minority districts. They don't give a single shite about improving the lives of the people they represent, they want them to stay poor and downtrodden. The biggest nightmare of the likes of Sheila Jackson Lee is her constituents lifting themselves out of poverty. Can't have that.
Hank Johnson, Marc Veasey, Eddie Bernice Johnson, Maxine Waters, and other politicians who represent poor minority districts are all scumbags of the highest order who work purposely to keep their district poor and downtrodden. Point to me one democrat congressman who represents these districts that has accomplished anything to help their constituents.

Add Jim Clyburn to your list. His district contains most of the I-95 corridor in SC, which is our version of the Mississippi Delta.

No, solving the problem would mean that the perpetual re-election machine is put in danger.
Kim Klacik offered solutions but the fear machine kept her from winning.

They only care about keeping their constituents convinced whitey is keeping them down. Telling voters nothing is their fault works.
If they wanted to solve the biggest problems they would constantly be preaching against single-parent homes and be pushing for school choice. They do neither.

No. Actual improvement in those districts would ultimately present a threat to their own cushy gig. Keeping folks fooled and always dependent on you is better than them ever discovering their own independence.

You need to rephrase your question - Do democrat congressmen who represent poor districts want to set their districts free of the socioeconomic plantation they have intentionally created?

Those cities have been totally ruined even more by the soros DA's. There's some real wealth in parts of SheJax district: but the no bail policy is filling it with serious felons.

NO.....
They want to keep the people oppressed and dependent on the government.
That way they keep the votes forever!

Baltimore really missed their chance with her. She had plans and was ready to go. Kwese Mfume hasn't done shite there since the election. He's only there to line his pockets.
