Disney parks alone made $28 billion last fiscal year. Disney's total operating expense averages to about $60 billion, they spent $80 billion over the last 12 months. This $17 billion dollar plan is over 10 years. None of this is propaganda, they might change their mind but obviously parks and in particular Disney World is worth spending money on for Disney.
In theme park construction, but not with Disney.
People don’t realize how many hostile takeovers they face. Disney had one 5 years ago and only because of the amount of cash they had on hand. Not even assets, fricking cash.
Disney recognized this, started investing. They can easily do the amount in the article. But the article is about what language was in the Reedy Creek agreement made before Desantis officially took it over. Not that it will happen. But they tried to lock the option of additional construction in before the district could later make it difficult. Maybe a 200-350 key hotel will get built in that time frame but that’s it (outside of expansion/renovation or two).

DeSantis Response:
"given the company's financial straits, falling market cap and declining stock price it is unsurprising that they would restructure their business operations and cancel unsuccessful ventures".
