Is it common for vehicles the size of garbage trucks to navigate around guard gates that are already down?

If it isn't an accident then my guess would be that the CIA took control of the truck or disabled it causing the wreck. Sort of how the british version of the CIA killed Princes Diana.

Not common
I'd assume the garbage truck guys were hourly workers
Why would they take a chance by hurrying?
They'd rather take their time and get paid to do it
