Same reason we cant even nail down the number of govt agencies, somewhere around 425 plus another couple of thousand NGOs we fund to do the real nonsense.
Someone on here was describing the importance of each one and how they work on different aspects of intel. It was like describing how you needed 17 people to scramble one egg...nonsense.
Whats the classic line in the Bourne series where the FBI and CIA are talking "is he one of yours or one of ours".
