We don't even know what "true" means in this case.
"Inappropriate" does not mean that he is "tapping" her. It could simply mean that they are sometimes flirtatious. "Inappropriate" is in the eye of the beholder. Melania is the judge and jury on this one. If she is OK with it, then everyone else should be, too.
