Thousands of nonuniform city employees are taking unpaid leave as Dallas works to address a more than $30 million budget shortfall.

But they want a new city hall.

People wonder why sports teams are leaving.

Budgeting for tax revenue dependent public entities requires under estimating revenue while over estimating expenses. Then a close eye on receipts. $30M short should have been no surprise. There is a time in the life of these issues when it is big to see and small enough solve.
