It would give people time to tackle the shooter while he waits for his next shot to go live or fumbles with multiple weapons, or they can just run away.

When we shut down COP Lowell in Nuristan, I ended up with like 50 PMAGs, 2 chest rigs, and pretty much 5 of every modular pouch you can think of.
Not a big fan of PMAGs, but the price was right.
