Just charge the illegals adults crossing the border with contributing to the delinquency of a minor if children are present.

The verification that the children are with their custodial parents at the border has to be done. Until they can verify that the children with the custodial parents they should be separated and taken care of. If you commit a crime your child will not be allowed to sit in the jail cell with you.
