Sounds like the reliably liberal argument of "we should be like the rest of the world."
No, we should be better than the rest of the world. Show them that free trade works. Show them that free markets work. Be the shining light on the hill. Show that we are better than the need for punishment. Businesses will choose to be here because it is the best place in the world for business, not because punitive policy.
