She did what she's done all along - as she was told.

The honorable thing would have been to appear at the hearing and give out the facts they know for certain, what went wrong and how they failed. And then resign.
This would have at least given some confidence in the govt from its citizens.
Instead, she did the exact opposite, which created more questions than answers, and made our country lose even more faith in the govt.
