I wonder how wide spread this is.

Schools and jurisdictions were given special federal aid in return for sweeping minority crime and infractions under the rug.

THEN, the govt used the reduced numbers to claim "success" in reducing minority problems in the schools.
And why not? I mean, the liberals use the fact they don't look for it to prove voter fraud doesn't happen.
They use the fact they don't look for it to prove illegals voting doesn't happen.
And, they use the fact they stopped doing anything about it to prove minorities aren't much of a problem in the schools.

It is very widespread, just like "brave" cops being trained to not engage someone going on a shooting rampage, and to hunker down waiting for reinforcements and heavy-duty firepower (such as the tank at the Koresh compound in Waco).
