Once again MTG is wrong. I would say the bleach in her hair is affecting her mental capacity, but that would imply she had such in the first place.
An incumbent POTUS can decide not to run again but still remain POTUS. George Washington did back when there were no two-term limits, as did every other two-term POTUS until FDR.
Truman was exempt from the two-term limit under the amended Constitution but chose not to run.
And, after the actually rigged Election of 1876, Rutherford Hayes knew he could not win fairly, so he chose not to run.
