I don't think it is a mandate, it simply allows a 15% blend this summer that wouldn't normally be allowed. On the lengthy list of boneheaded Biden decisions, it's just another stammer.
Biden fricks up so much, I wish the conservative news outlets wouldn't act like lib media and misrepresent everything they disagree with.
