Partially, but lower average IQ can only be overcome by so much.

I’m convinced democrats have purposely positioned youth to fail in reaching the education level they need to get by on their own without the government’s help.
Does any Democrat believe otherwise? If so, explain the absolutely heinous numbers we see from black kids in school. And then the shite we see from them after they fail.
Anyone trying to help seems to just be scheming and stealing.
Democrats, explain yourselves.

20% dropout rate is actually much lower than I thought it would be.
But how many are handed diplomas when they can't even read? I would imagine that a good number never actually did any work, but rather treated high school as a social function that was easier than getting a job.

This!! They are creating the next generation of Democrat voters. When you can’t read or write, it’s hard to get a job.
Go on government assistance and vote blue to keep the money flowing.
Rinse and repeat repeat. The Left doesn’t care what they are doing to those people. They only care about power. By any means necessary…

In all seriousness, there was an entire season of The Wire about this exact issue over 20 years ago. And that was based on the writers' experiences of 20 to 30 years before that.
So, this is a new issue only if by "new", one means 50+ years.

Isn’t Baltimore the city with the Dei mayor who bragged about how great of a job he was doing?
