I actually sympathize to some degree with what I guess we can your policy preferences, but you’re simply incorrect about this:

Tariffs are taxes on imports and have always been within Congressional power. Heck, tariffs were one of (if not the) main way the US raised revenue before the income tax.

But can a president impose across the board tariffs for no reason? I think that is the issue. A unilateral declaration of emergency when there is no emergency.
