Very likely worse in Vermont. I live in a very small population county, and every single government operation is screwed up and inefficient.
Even the most simple dealings, lead to major frustration.

The problem here is that the people who smoke or inject whatever they want invariable end up in jails or emergency rooms at a much higher rate than people who don’t ... and who gets to pay for that?

I have an acquaintance, that moved to Alabama after he retired a few years ago. He had lived all his life in small towns around the New Hampshire, Vermont border.
Some of the stories that he has told me, were pretty shocking.
