For the same reason Beto is considered a rising star. Because they have enough appeal to make what used to be certain GOP wins actually competitive. If a Republican in California got within a point of winning a Senate seat, they'd probably be considered a rising star too because even though they didn't win they're doing something right

Given the demographics of democrat primary voters the dems know a black has a better chance of getting the nomination than does a white.
