Kinda. Basically, genes wish to reproduce, even if their natural market value is low, and prospects are slim. Resources are naturally scarce, and when left to their own devices, the Matthew principle happens, and those with lesser prospects naturally will struggle to gain resources. Conversely, those with high market value will hoard- the rich get richer.

Bringing the State in to enforce equality of outcomes disproportionately helps the "ugly," as it ensures that they will get resources via force, and therefore more likely to reproduce.

This also may explain why ugly leftist women bang the drum for illegal immigration- a net increase in men who will find them more attractive than the native population. Think about it- white dudes would be A-OK with increased illegal immigration if it were full of hot Russian and Swedish chicks.
