I think it would be a good idea for all federal organizations, including the VA, to have a system in which they are always analyzing the way that they do business, so that they can identify areas that need reform, and make those improvements in a timely manner.

There is absolutely no need for any controversy here at all. Veterans who are currently getting benefits can be "grandfathered" in so that Vets and families aren't harmed. Then the reforms that improve the whole system can be implemented without affecting anybody's current benefits.

How can something like this be controversial? The "grandfather" provision guarantees that no Vet family loses benefits.
