I just realized that this will be right around the end of the impeachment trial in the Senate. It's going to be glorious. POTUS is going to drag his nutz all over the dems.

He could just deliver it to the nation from the WH and send a copy to all members of Congress. There's no requirement that he deliver to Congress live. During most of the first 100 years of the country's existence the address was just written and delivered to Congress. It wasn't until Woodrow Wilson that the practice of delivering it in person became a thing.

He should deliver it from the Superdome in front of a packed house with all of Congress that wants to show up and then just send the rest a copy.That is all he is required to do anyways. He doesn't have to go and do that dog and pony show in the house.
