The link is from November of last year. So I wondered, “How’s it going with this thing?”
Apparently, the bill was introduced in the Senate on November 30, 2023, and referred to the Senate Committee on Finance the same day. And there has been nothing since. Congressional Record

It's an M4. He can buy them. Sure he cannot buy a full auto M4, but he already knows why.
Light infantry service members dont even need full auto M4 so what's the fuss about?

it is if you pin and weld the muzzle device.
BCM makes an enlongated A2 flash hider for this purpose.
the Colt M4A1 SOCOM has the 14.5" barrel with a pin and weld flash hider.
it's the proper SOCOM profile, too, so you can put an M203 grenade launcher on it.
