I had to pay sales tax on the boat and the trailer when I bought mine. You have to show receipt of sales tax (state and local) when registering the boat.
I literally had to take a day off work to get my boat registered.
That being said, if you have your brother work the deal out with you, write the bill of sale up saying you bought it from him for 100 bucks. Pay sales tax on the bill of sale 100 bucks. Not that big a deal.

I just called the LDWF and they asked how long the boat was and they told me it was a $36 registration fee. Sent in the check with the notarized bill of sale & signed registration. Never even had to go to the place.
I'd went a while back and got the trailer registered with the DMV, put sale price of $1 on there. They charged me .08 cents sales tax and then the $27 registration fee.

Bought my boat new rather than used. They wouldnt look at any papers I had without tax receipt on the boat.

Does it matter if you register just the boat without the motor? Farm pond boats trade hands a lot and never have to be registered of no motor

The issue is since this boat was never registered (it was a farm pond boat)it cannot be registered without a clear title, manufacturer statement of origin and bill of sale.

There are 1000s of bateaus in this state that change hands by a cash sale with no title. Hell, I have one out in the country right now sitting next to our pond with a paddle in it. Speak with someone else.

The laws are written to make it incredibly hard to legally use a stolen boat in the state. A cash sale without a title doesn't really have any way of showing that the boat wasn't stolen somewhere along the way.

Take the motor off. Put it in the back of the truck n go to ldwf off Perkins. (this is what they told us to do when we called to see if it needed to be registered and how to do it... Was a while back... But still.) there are too many hand me downs in this state for this law

That is what they told us to do at the time. The guy before used it as a farm pond boat and never registered it. We bought it from him for like $150 cash. Called ldwf when we wanted to use it at the camp to run crab traps with a 9.9 on it. Seriously. U realize how many bateaus that are 30 years old with no paper trail?

If I lived in BR, I would seriously consider trying this, but after 30 minutes on the phone with numerous individuals, they all come back to me needing some form of paperwork other than just a BOS. If it's a really old boat with no manufacturer or HIN, then you could probably skate by, but on a <10y/o Alumacraft, they aren't lenient.
ETA: I'm not disputing your story or the idiocy of the law. Plenty of people (as you mentioned) have old bateaus sitting around that have never been registered, old and new. If the paper work was lost somewhere along the way, you're SOL is the story I consistently get from LDWLF.
