Just for informational purposes the lottery process changed about 4 years ago. You no longer are allowed to put in for multiple WMAs and get picked multiple times per year.
The new form includes ALL State areas and you put your top 2 preferences on the form. If you get picked you only get to go once per year.
You can still apply for Federal Lotteries but only 1 state hunt per year now.
ETA: Youths must be 10 years old to apply. I think Hunter's Safety is also required but not positive on that since each hunter must supply a chaperone. I know we had to bring my daughter's HS card when we went 2 years ago.
