I live on the outskirts of the city limits and have lots of leaves that are down on the more grown up portion of my lot. The areas are just natural growth that go around the lot. Can you get anyone to perform a prescribed burn in a yard?

I believe what you want to do is called a controlled burn where only certain areas you want burned and controlled to not get out of hand.

Good advice to check with local authorities to see what the laws/requirements are before you attempt it.
