First off, what are your plans? New carpet?
It is best to leave the old flooring in place. Just resurface that floor with 1/8" plywood. Inbetween the old flooring and plywood, put down some plastic. If it is asbestos, by pulling it up, you will spread it thru out the house. Not good. Leave it alone or pay big money to have it removed.
My brother has been in the flooring biz for over 40 years and he will NOT pull up asbestos flooring. You can buy a test kit or send a sample out to a lab.
Just do the plywood/plastic and be done with it.

I would assume that if the vct that was pulled up had asbestos in it, then the glue also has asbestos. I wouldn't mess with that stuff. Like the poster above said, you will just make the problem worse and spread asbestos everywhere with grinding and sanding. Also, that stuff seeps into concrete and you would end up grinding probably a 1/4" to 1/2" of the concrete which would expose the aggregate and look really weird after staining.
I would go with the plastic as an underlayment and plywood like mentioned before and just put a different floring on top of that.
