Need fill for my yard (and neighbors yard); should I wait?

After New Orleans sewerage & water board ripped up my street for construction a year ago, the verge between the street and sidewalk was never filled enough before sod was placed making this area a good 3-4 inches lower than it should be.
After the recent hurricane, we had to urgently park on the front lawn due to rising water and now there are also large divots in the grass because of this.

So I will need river sand fill for the front lawn, my question is should I spread the fill now (and risk the grass not sufficiently growing) or wait until February when the St Aug grass will be in a growth phase?

Depending on the size of the area, you may want to fill low spots with sand. The existing grass will grow through it. If you go with river silt you will have all kinds of weeds come with it.

Don't use river sand, that is a quick way to get all kinds of trash weeds including torpedo grass set up in your yard. What you will want to use is masonry sand or play sand to fill in those areas.

This, the torpedo grass and weeds you get from river sand is just not worth the cost savings. Just search torpedo on this site and you will understand.

I don't even live in LA anymore and I know better

Use white, "fill" sand. I would wait until the grass becomes active again in the spring. I just filled spots in my yard with a sand pile my son was no longer playing in, and I wish I would've waited. Even trying to avoid the larger spots, my mower blades are getting eaten up because the grass isn't coming through.
