Tikka and Ruger in my opinion are the best guns for this in reasonable price range. They are most consistent in quality, but guns vary not just by manufacturers but within them as well.

For instance, that Youth Ruger American of my sons is actually a 5000 tournament gun. One of my competition tournament shooting buddies took it to the range few years back, for check the scope for me and when he came back he told me “You can never ever sell this gun to anyone but me” I ask him why and he said he set it up to check scope at 100 yards shot 5 times but couldn’t see it hit paper so he pulled the target in and realized it was going through the exact same hole. He the the range owner played with it and it did the same exact thing at 150, 200, and 250 yards. It was just a “perfect gun” and shot as well as his 5000 dollar competition rifles. I am sure their are some shitty Ruger to make up for this too.

I would almost recommend going to pawn shop or somewhere where they would him shot a few guns and let him pick one. Just no kid killers aka Remingtons

The Savage Axis combos

The entire rifle isn't junk but the magazine feed is horrible and bad enough to not ever buy this rifle.

Savage use to have some great combos in the 11/111 youth models with a decent Nikon scope but I think they stopped making them.

I am not sure what is comparable out there now, but I would stay far away from anything with axis in it's name.

You are right, the 6.5 CM has been available even during the worst Covid slow downs, the rifles and ammo have been pretty easy to find. And bullet selection is no doubt critical in the calibers performance as well as bullet placement. It has more than enough velocity to drive a good 120-140 grain deer hunting bullet and the accuracy to make the correct shot if the hunter has taken the time to shoot and learn the gun and fairly light recoil.
I would see no reason to not consider the 6.5 CM and have several shooting buddies that own them but my personal preference would be the 7mm-08, however I reload and have a supply of .284 bullets and powders so I haven’t been shopping for 7–08.
