24 inches is not a lot of wiggle room if the pond rises fast.
Better safer than sorry and go a little bigger. At least 10 inches would be my guess.

are you wanting advice a siphon system or just a free flow pipe?
I have a 6" siphone pipe on 1/3 acre pond with about 7 acres runoff and 14" freeboard. Been very happy with it and believe it will handle whatever nature throws at it.
