I thought I'd seen everything in my area of TX, but this strange one arrived this morning. WTF?
-About 20" tall
-Flies like a hawk
-Colors similar a hawk
-Weird elongated beak
-Has a tuft of feathers on the back of it's head
-When walking, it has a stride like a chicken or a turkey...doesn't waddle like a hawk.
-Walks around on the ground quite a bit
Pics below were taken from far away and had to be blown-up...best quality I could get.

isn't that a Chicken Hawk?
I thought they had larger beaks. Not sure though. Looks like a raptor type bird though.

Crested Caracara, possibly

This bird is a Crested Caracara. It is a bird of prey. It is often seen feeding with vultures or hunting on pastureland. Range SW US. Tex. and Fl. to South America.

What they said. Very cool sighting. Don't often see them that far north.

Thanks guys, I think you've nailed it.
Damn, this is the awesomest board around...
So first it's a few Mexicans, anchor babies...lots of mexicans
10 yrs ago, a freak sighting of a Mexican whitewing dove...now they've displaced most of the turtle dove
5 yrs ago, saw my first Mexican tree duck...now they're all over the place
So today a Mexican eagle (Caracara)?
Am I seeing a pattern?
(I wonder if these things are "protected" in any way).

South or central Texas? There's quite a few in those areas.
