E Bike on NWR

I am having trouble confirming if pedal assist E Bikes are allowed to traverse roads, trails and pipelines on NWR's. I called the SELA branch office and I was told NO. Someone else told me they heard it is allowed as long as it is 750W or less and has pedal assist. Looking to get deep into the WMA without having to walk the entire way. Regular mountain bike works to some degree but is still difficult in areas.

National Wildlife Refuge System; Use of Electric Bicycles
If the refuge manager determines that electric bicycle (also known as e-bike) use is a compatible use on roads or trails, any person using an e-bike where the motor is not used exclusively to propel the rider for an extended period of time shall be afforded all of the rights and privileges, and be subject to all of the duties, of the operators of nonmotorized bicycles on roads and trails. An e-bike is a two- or three-wheeled electric bicycle with fully operable pedals and an electric motor of not more than 750 watts (1 h.p.) that meets the requirements of one of the following three classes:
(1) Class 1 e-bike shall mean an electric bicycle equipped with a motor that provides assistance only when the rider is pedaling, and that ceases to provide assistance when the bicycle reaches the speed of 20 miles per hour.
(2) Class 2 e-bike shall mean an electric bicycle equipped with a motor that may be used exclusively to propel the bicycle, and that is not capable of providing assistance when the bicycle reaches the speed of 20 miles per hour.
(3) Class 3 e-bike shall mean an electric bicycle equipped with a motor that provides assistance only when the rider is pedaling, and that ceases to provide assistance when the bicycle reaches the speed of 28 miles per hour.

Are you trying to use the bike on a NWR or WMA, two different authorities with different rules, just FYI

Trying to use on NWR specifically. Not on state run WMA.

Then its up to the NWR Manager per the Federal Regulations listed in the link I posted.

Every refuge is different. I know on Tensas you can only use them on maintained trails. Can’t go just anywhere with them.

For anyone wondering about electric bikes on W.M.A.'s. LAC 76 Part XIX:
"q. Electric bicycles are restricted to designated
