I think he can take the Hunter's Safety Class now, but it's not required until he's 16 and then needs to get a license, my Grandson is 12 and just went to his HS class a few weeks ago.

I took mine when I was 8. I've heard you're supposed to have it if you hunt by yourself under 16. Then you need to show it to get your licenses. I'd recommend taking it now though. Just get it out of the way.

Although it doesn't hurt to send them young (especially since it is free) here is the law:
"A person who is younger than 16 years of age may hunt without hunter education if accompanied by and under the direct supervision of a person 18 years of age or older who has a valid hunting license or has proof of successful completion of a hunter education course.
In addition all persons 10 and 11 years of age must be supervised by a person who is 18 years of age or older while hunting regardless as to whether they are hunter education certified or not."

No, but I would recommend it.

It just has to be taken before you can get your license. It also doesn't count until you are ten so 11 is good to go. My wife had to take it as an adult
