My father-in-law gave me an old Colt Police Positive .38 revolver for Christmas this year. It belonged to his stepfather and went through Katrina flooding. As far as I can tell it still works but I haven't shot it. There is no rust on the gun but the entire gun is basically a matte black metal, I believe because the original bluing has worn off. Would it be worth the effort and money to refinish the gun? Is it something that could be done relatively easy by myself or not?

I wouldn't touch the finish on that gun imo.

If it flooded in Katrina, at this point refinishing it is not going to lower it's value. Don't use some crappy spray on finish or cold blue you buy at Walmart. If you want a rewarding experience and don't mind using a little elbow grease, then research "slow rust blueing". Supplies are very cheap and if you are patient and do it right, it will give the most durable and highest quality of any type of blueing.

Not worh spending the money on a very common Colt with little collector interest.

Would be a good project gun for you to refinish yourself if you are so inclined.

Since those aren't terribly valuable outside of very early production runs I'd probably just clean it, wipe it down with oil, and enjoy shooting it. You can definitely re-blue yourself but it's not something you should attempt unless you are very comfortable with taking such a gun apart and know how to prep it.
