boat battery setup and questions

just bought this boat. 1st time owner. I have a few questions regarding the batteries as I have been reading a lot about maintenance and upkeep. here is what is going on.
I have a battery selector switch and 2 batteries. Battery on left is battery 1 and battery 2 is on right.
I am getting the following readings:
switch off: battery 1: 12V battery 2: 3.7V
position 1: 12V battery 2: 3.7V
position 2: 12V battery 2: 3.7V
position all: both batteries 12V
when i plug the charger to 120V i get 120V on the in side and 12V out of both supplys.
None of the lights come on the charger, but the #'s seem to be right.
does this mean 1 of the batteries is bad? the #1 battery is the cranking battery if that makes any difference.
looking for any help or guidance if this is setup correctly.

Check the battery charger DC terminals with the switch in the off position. You should 13 to 15 vdc if the the charger is working. If you get 0vdc check for blowin fuse. The battery 2 might be ok and only need to be charge.

charger is getting 120V in and 12V out both terminals.
i thought the charger would at least hum a little bit when plugged in.

My charger doesn't work if it's in the off position.

Disconnect the wires on the postive terminal for both batteries. Now check the charger. If the battery charger is working you should see voltage on the DC terminals,

Sounds to me like you have a dead battery...disconnect both terminals from both batteries and charge each one for several hours...
take them somewhere and get a load test put on each one...that is the only way to see if a battery is good...

This. A good battery will have greater then 13Vdc. Closer to 14Volts.
First off, clean everything ad then recheck.

should one of these batteries be a deep cell battery?

I can't tell for sure from the picture, but it looks like these are hooked in series. If that's the case battery two needs to be disconnected from everything and charged with a separate charger than what is in your boat.
Charge it 8-10 hours with a 5 amp/hr charger or 5/7 hours with a 10 amp/hr charger. Then check the voltage. If it’s below 12V then you have a battery problem and go have it load tested and possibly replaced. If it’s well above 12V then you may have a problem with the battery charger in your boat.
Deep cycles are best for trolling motor applications.

I have not had any issues as of yet, only been out once in the boat. I just want to make sure I have everything working the way it should before causing any problems down the road.

I blew the pic up some and I may be wrong and they look to actually be in parallel. Does not matter, my guidance still stands.
if the + from #1 is wired to the + on #2 then it's in parallel. Gives you double the capacity but same volt (12V)
if the + from # 1 is wired to - on # 2 then its in series and you have a 24V system common on trolling motor applications.

This is basically what you have onboard you boat.
The battery charger is hook directly to each battery. Red is the Positive and Yellow is your negative cables coming from your battery charger.

so right now, everything is running off of #1 or all.
when I run #2 on I get nothing. So I guess in theory #2 should be doing the nav lights and stereo?

That little 1000w amp is probably the reason your battery #2 is dead.
And yes that how the switch works.
Did you get a chance to check the Battery charger?

When i put my meter on it it was reading that it was working but none of the lights came on and there was no sound at all from it. Then all of a sudden it made a loud buzzing sound for about 5-10 minutes and then stopped making the sound again.
I have another charger at the house. I am going to disconnect both batteries and put my charger on them and see if it works or not.
Also: is a battery maintainer the same thing?

No, it usually low Amps output (1 to 3 Amps).
Some of the newer battery chargers have an auto mode that charge the battery then it's maintains the battery.
