Need to figure out how the rodents are getting in and address
If there are over hanging trees. Holes in fascia/ soffit need to all be addressed.
Get rid of close trees and limbs.
Some people put cages around all roof accessories to keep rodents out but best to get rid of the trees and bushes.

This sounds like a horrible idea. I am having a pest control company take care of the rat problem. IMO the old insulation must come out. It can not be healthy to have old rat droppings and piss in your attic. I would not feel comfortable bringing in a new born home to this.
I dont think you realize how many people have rat crap in their attic. Probably 99% of the world, saving maybe alaska.
