It may work for the first neighborhood or two, maybe even the first town or two. But good luck getting to the third and fourth. Beyond that, no metro police force outside of the NYPD would be well enough equipped to accomplish the task. It would be very reminiscent of the British lining up looking for the colonists all the while watching their buddies take headshots from unknown shooters.
