There is a population of Halibut in the North Atlantic. Think Newfoundland, Labrador, Greeenland, Iceland, etc.
But I am pretty sure the Pacific Halibut is much more populous. Google a charter in Newfoundland and see if they list Halibut among their species.

California has some, but it's a smaller species of halibut that's in Alaska. Only reason I know this is because it I saw it on bizarre foods the other day when he was going the highway up the west coast. Love that show.

Pacific halibut vs. California halibut
In the Pacific halibut (Hippoglossus stenolepis), the maxilla extends only to the front edge of the eye, whereas the maxilla extends beyond the eye in California halibut. Pacific halibut have more than 80 soft dorsal rays and the eyes are always on the right side of the head whereas California halibut will have less than 77 soft dorsal rays and the eyes may be on the right or left side (dextral or sinistral).

I caught a 60lb halibut out of Westport, WA while salmon and lingcod fishing. They have halibut season but it's pretty short. The boat we chartered was called the "Slammer".
