ATV sales/ registration

I live in MS
I own a 4 wheeler that I am signing the title over to my dad who lives in LA.
He insists on getting a tag for it because of frequent road blocks crossing state lines and pops has always been a letter of the law type guy.
Is he going to have to pay sales tax to get a tag for it because of the trasfer of title and diff states?

Not sure, by do a action of donation. Just maybe he will get away with paying taxes.
Or, sell it to him for $100 as is. DMV will not know what shape it is. He would have to pay taxes for $100, about $9, plus title fee.

Can't a family member do a donation to another family member if its under a certain $$$$amount each year without penalty.
Then he would just need the bill of donation to prove he owned it. Might be different for a movable item but that's how it's done on land.

Problem is crossing state lines. I don't know if in Mississippi they pay any taxes on offroad bikes up front.

I would like to piggy back this question, why can't you underreport the price paid for an atv between parties when you go to register it?
