If I generally used Blue Rhino, but occasionally filled it at Ace, I have no problem swapping it out when the certification expired. If I buy a tank, always fill it at Ace (or whatever), but then swap it out at Blue Rhino when it goes out of date, that doesn't seem right to me.

You're over-thinking this. I would bet that Bluerhino would rather someone bring in an expired can and pay double for an exchange propane than not bring in a cylinder at all. They make money either way.

Re-certification requires visually inspecting the tank for dents and corrosion. Check for leaks using soapy water. Stamp the tank with new date - month and year - followed by an E indicating it's been tested and re-certified.
Blue Rhino owns 1000s of tanks they have to re-certify daily as they expire. It's what they do so they can charge $20 for a tank of propane that cost less than $2.50 to fill.

Lake Ramsey Grocery/ Bait Stand also fills up tanks. I purchased a crawfish paddle from them for $4 yesterday.

When you go to the end of 190 and go over the big Covington bridge, on your left...Golf Cart World. They fill propane. I've used them twice. Nice people.
