GATES black linerless fuel hose from your local Napa or Autozone will work great with both ethanaol and ethanol free gas. DO NOT USE the blue "ethanol friendly" hoses they are pushing. They are also a liner hose and will experience same failures in the long run.
CLEAN the crap out of those carbs in an ultrasonic machine. You can't see it good with your eyes but as that liner hose fell apart it left deposits everywhere in your fuel system and it needs a thourough cleaning.... even the diaphragm on your fuel pump. either clean it or replace.

My 2004 90 Johnson just did something similar. Wouldn't go over 2000 rpm while in the water. Took it to the shop and they cleaned the carbs which had a lot of trash in them. After test running for 10-15 minutes it did the same thing. Ended up changing the fuel lines in the motor b/c they had deteriorated. Took it out last weekend and it ran like new. I had also replaced the fuel line from the tank to the bulb and added an inline filter. I've read online while trying to figure out the problem that it's best to replace the fuel lines on any motor older than 2008 or so. I don't run ethanol gas in it but the previous owner must have.

I brought mine to Louisiana Outboard in Denham Springs. I've had a lot of people recommend them. They're straight forward. Won't do anything that's not necessary and won't do anything until you approve it.

Wish I had seen this thread when you originally posted the symptoms. Went through the exact same thing last summer with a mercury 150. Same result. I don't think it was due to ethanol though. I'm very particular about using non-e gas. Mechanic said that specific liner just had a poor design. But could be wrong.
